Financing for climate neutrality within the framework of the European Cities Mission
The economic model for the decarbonization of cities used in the design of the Climate Agreements of the 7 Spanish cities shows that, on average, only 8% of the investment needed to decarbonize 79% of cities depends on local administrations. In other words, the remaining 92% will have to come from companies, social organizations, public companies and citizens. This scenario requires the design and implementation of new tools and mechanisms for public-private-social collaboration to direct funding towards the portfolio of projects for the climate neutrality of cities. At the 6th citiES 2030 Breakfast dedicated to financing for climate neutrality in the framework of the European Cities Mission, we presented different financial tools for the implementation and financing of cities' climate action plans. We also generated a dialogue on the role of the private sector and financial institutions in financing the decarbonization of cities.

How to ensure citizen involvement in the transformation of cities?
The documents that shaped the European Union's Mission-oriented policy warned of the importance of mobilizing citizens to become active agents in the design, implementation and evaluation of the Mission. At the 5th citiES 2030 Breakfast we shared experiences and practical cases of citizen activation and participation. We also reflected as a group on the critical areas to deploy a strategy of activation and citizen participation with a Mission approach.

How to promote both Missions jointly?
The Adaptation Mission aims to achieve climate resilience by 2030 for the 308 member regions, municipalities and cities. It drives three key actions: identifying climate risks, guiding towards climate resilience and implementing transformative projects. Achieving this objective requires a systemic and inclusive approach and a change in behavior at the global level in tune with the Mission of Cities. In this regard, the question arises: How can the two Missions be promoted jointly?

Strategies for the involvement of new stakeholders
The Climate Agreement is the main tool of the European Mission of Cities. It details the political commitments made by cities, autonomous regions and the national government; the actions that, in order to reach the objective of decarbonization, the investments needed to implement them and the adhesions of public, private and social organizations that will contribute to this end. How can we integrate more actors in this ecosystem of urban transformation? What are the strategies for the involvement of new actors?
