citiES 2030 launches the multi-city program "Massive energy refurbishment in Spanish cities", with the aim of contributing to a significant increase in building refurbishment rates from a systemic and multi-stakeholder approach.

The program is structured around the following phases:

  1. 1 –.

    Development of a diagnosis of the city in which intervention areas are prioritized according to energy, structural and socioeconomic criteria.

  2. 2 –.

    Development of a comprehensive intervention strategy aimed at achieving the goal of climate neutrality by 2030 with three time horizons: short, medium and long term.

  3. 3 –.

    Strategy for the incorporation of financial services in which new innovative public-private financing schemes will be developed to deploy the proposed strategy.

  4. 4 –.

    Design and implementation of neighborhood offices dedicated to offering comprehensive support services to residents and owners who wish to undertake rehabilitation works.

Projects and initiatives

The NZC Pilot Cities Program supports Mission cities in piloting and implementing innovative approaches to decarbonization through a two-year program, working in thematic areas and functional silos in support of systemic transformation.

Through the project "Multi-stakeholder Innovative & Systemic Solutions for Urban Regeneration: Spain"Spanish cities propose to identify barriers and activate levers of change to decarbonize the built environment and promote the integration of renewable energies in cities through the following objectives:

  • Rethinking the energy rehabilitation model.
  • Achieving energy efficiency in social and civic buildings.
  • Promote the use of locally sourced biomaterials.
  • Expand renewable energy generation capacity through self-consumption and energy communities.
  • Promote a multi-city and multi-stakeholder governance model.

From citiES 2030 and through a collaboration with Carbon Neutral Cities Alliance (CNCA) and Green Building Council Spain (GBCe), we are working on the design of a roadmap towards the decarbonization of the construction sector with a vision that encompasses the entire life cycle of buildings.

To this end, co-creation spaces have been developed to help gather recommendations that contribute to defining existing barriers and their possible solutions, including the formulation of policies and possible necessary regulatory changes.
